Rework sokoke_spawn_command internals

Caller decides if the command and the argument are quoted,
otherwise quoting only affects %s. The actual quoting is
split to allow use in test cases.

The Hildon version was dropped.
The GAppInfo version was dropped.
A test case with a cuple examples was added.
